Citizen Self Service allows citizens to manage their utility and general billing account(s) online. Some features of the site include:
Viewing account information including consumption history
Viewing past bills, current bills, and account balances
Requesting changes (such as change of mailing address or automatic payment plan)
Utility Billsare your water, electric, sewer and garbage (all combined into one bill)
General Billing includes Airport Hangars, Land Leases, and Communication Site Leases. Soon that list will be expanded to include Building Permits and Public Works permits.
Business Licensing pay for your new license or for your renewal.
Utility Rate increases take effect October 1, 2016. However, you may not notice a change until your November bill. The City bills in arrears which means the October bill is for September's usage. Therefore, you will see the change to utility rates on the November bill. Click here for frequently asked questions about the rate increases.

Due to the rate increases those who take part in the budget billing program and make equal payments each month will see a bill amount that is not rounded to the nearest dollar. This comes from a percentage increase to the budget amount from the rate increases. Those who wish to round up to the next dollar amount and pay an even amount may do so.
